Oral Statement by the Zagros Centre at the Human Rights Council on Iran (Item 4) – 17/03/2026

61st Regular Session of the Human Rights Council
Item 4: General Debate under Item 4
Oral Statement by the Zagros Human Rights Center
Delivered by: Ms. Anja OKSALAMPI
Mr. President,
As the war involving Iran continues, repression داخل the country has intensified. Authorities have imposed internet and communication shutdowns, carried out arbitrary arrests, and continue to issue new death sentences. Officials have warned that any protest would be met with lethal force.
Prisoners in Iran are now facing an extremely dangerous situation. Many are held in overcrowded prisons with limited access to food, clean water, and medical care. Most political prisoners are denied contact with their families, and hundreds have been transferred to unknown locations.
Some detainees have been transferred to facilities controlled by military forces, raising fears that they may be used as human shields.
Given the risk of serious violations and the authorities’ inability to ensure the protection of the population, the conditions are met to invoke the principle of the Responsibility to Protect.
The Zagros Centre for Human Rights calls on the international community to act in accordance with this principle.
Thank you.
