Urgent Appeal – Mass Executions in Iran: Kurds and Baluch Targeted Amid Complicit Silence

The Zagros Center for Human Rights expresses deep concern over the alarming escalation of executions targeting Kurdish and Baluch prisoners in Iran. These executions, carried out within a context of systematic political repression, occur as the Islamic Republic of Iran appears to exploit the international community’s silence and diplomatic engagements to pursue a policy of targeted terror.

Recent Executions

Between April 8 and April 15, 2025, at least 21 Baluch prisoners were executed in prisons across Mashhad (Vakilabad), Zahedan, Gonabad, Shahroud, Kerman, Bandar Abbas, and Iranshahr. The identified individuals are:​

  13. Ramin Alizahi

  14. Davoud Baji Zehi Shahouzehi

  16. Abdolsalam Baloch Meshkenti Ahourani

  17. Ali Dehani

  18. Ali Baloch Zehi

Additionally, Hamid Hosseinnejad Heydaranlu, a 39-year-old Kurdish political prisoner and father of three, was secretly executed on April 21, 2025, following an unfair trial marked by forced confessions obtained under torture and a complete lack of procedural safeguards.

Prisoners at Imminent Risk of Execution

Several Kurdish and Baluch prisoners face immediate execution:

  • Behrouz Ehsani (69) and Mehdi Hassani (48), sentenced to death for alleged ties to the People’s Mojahedin Organization of Iran (PMOI) after a grossly unfair five-minute trial.europarl.europa.eu

  • Pakhshan Azizi and Verisheh Moradi, Kurdish activists accused of “armed rebellion,” have been sentenced to death amid reports of torture and denial of legal representation.Wikipedia+1Wikipedia+1

  • Manouchehr Fallah and Shahriar Bayat, sentenced to death for participating in the 2022 protests, following trials lacking minimum judicial standards.

Appeal to the International Community

In light of this execution campaign, resembling a policy of ethnic and political repression, we urge:

  • The United Nations High Commissioner for Human Rights, the Human Rights Council, and relevant Special Rapporteurs to immediately and publicly condemn these executions and demand a general moratorium on the death penalty in Iran.

  • The European Union and UN Member States to implement targeted sanctions against those responsible for these grave violations, including complicit judges and prosecutors.

  • International NGOs and media outlets to document and publicize these cases to ensure the victims are not forgotten.

Silence in the face of this wave of mass executions equates to condoning a policy of silent extermination. Iran must no longer be allowed to use diplomatic negotiations as a smokescreen to eliminate its dissidents and minorities.

We urgently call for international mobilization to save those at risk, denounce ethnic and political repression, and demand justice.
